Failure to get Philadelphia’s court system back up and running smoothly during the COVID-19 pandemic was a contributing factor in the recent removal of outgoing First Judicial District Administrative Judge Jacqueline Allen, according to several court insiders. However, in an interview with The Legal, Allen said that even though more of her attention was focused on criminal court operations, she heard no complaints about her handling of the court’s civil division.
